Stage 1 Watering Restrictions are Now Lifted

The Town of Westlake, along with other City of Fort Worth wholesale customer cities, is lifting the Stage 1 watering restrictions that were put into place on August 29, 2011 due to the extreme drought conditions experienced last summer. However if the City of Fort Worth initiates watering restrictions again this summer, Westlake must also begin restrictions. It is important to note that our drinking water comes from area lakes and they are now at approximately 97% capacity (see TRWD website for current lake levels). One of the determining factors that triggers restrictions is the composite lake levels from which we get our drinking water. It is important for water customers to understand where their water comes from and how this impacts its supply, demand and economics.

Westlake residents are being asked to continue conserving water and to properly maintain their irrigation systems to insure efficient use. Successful conservation is key to managing each customer’s water and sewer bill, as well as managing our water and sewer rates. In turn, this reduces demand and potentially delays future need for costly utility infrastructure projects necessary to accommodate service needs.

The Town Council met on Monday, April 23, 2012, and discussed the construction at the Dove Road / Pearson Lane intersection during a regularly scheduled workshop session. At this meeting, the Council and Staff reviewed additional creative alternatives to help lessen the inconvenience of this particular road improvement project and address the mobility concerns of our residents. The project manager for Hillwood Properties was also present and participated in the workshop with the Council. The following changes were approved:

• The Council directed the project manager to focus their efforts first, on the reconstruction of the Pearson Lane intersection east to the Vaquero subdivision in an effort to minimize the time required to reopen this specific section of the street.
o This means the contractor will assign additional road crews to
complete the intersection and open this particular area first. Crews will
continue to work on the remaining section of the roadway, in tandem with
the overall project – however, the concentration will be on finishing the
turn lanes and widening the intersection to allow for expedited mobility
when traveling north on Pearson and making a subsequent right hand
(eastbound) turn only.
o The anticipated re-opening date for this section only – is July 1, 2012.
(As you would expect, this estimated date is based on weather
conditions and other items that may cause delays with construction).

• The westbound section of the road will continue as planned due to the installation of a box culvert and new bridge between the fire station and the Paigebrooke subdivision entrance.
o The remainder of the project – westbound from the intersection to the
Paigebrooke subdivision is scheduled to reopen by August 15, 2012 (as
stated in our previous communications).

The assignment of additional crew members to the intersection will increase the cost of the project by approximately $40,000. The Council felt this was an important and prudent use of capital funds to help reduce the amount of inconvenience and improve mobility in the area as quickly as possible. We sincerely thank you for your patience and will continue to provide updates for you as pertinent information becomes available and the project progresses.
